The Proposed Crossroads PILOT:

A decades-long investment in Morrow County

The Crossroads Solar Grazing Center has applied to the Ohio Department of Development to participate in the QEP/PILOT (payment in lieu of taxes) program. If approved by the Morrow County Commissioners, the 94 MW solar facility will generate $846,000 for Morrow County taxing jurisdictions every year for up to 40 years, which is 31 times what the land currently generates in taxes. The Cardington-Lincoln School District would receive annual payments of approximately $348,000 without offsetting reductions in state need-based education funding.

The PILOT translates to $33.8 million of stable, guaranteed revenue over 40 years for Morrow County, including approximately $13.9 million for the Cardington-Lincoln Local School District.

What is a “PILOT?”

The PILOT (Payment In Lieu of Taxes) program allows local communities to create a lasting partnership with a utility-scale solar facility that will provide significant and sustaining revenues for schools and local governments, while creating jobs and economic activity.

PILOT Benefits

  • Predictable Revenue – The PILOT provides predictable, long-term revenue that is not subject to changing construction costs, power markets, assessment methodology, etc.

  • In-State Labor – The PILOT requires that 70% of the 150-plus construction jobs be performed by Ohio-based workers.

  • RUMA  – The Project is required to fund costs to repair any damage to public roads resulting from the construction, operation, and decommissioning of the facility, typically by entering into a bonded, Road Use and Maintenance Agreement with the County.

  • Emergency Services – The Project is required to provide training and necessary equipment to local first responders.

  • Education Support – The Project is required to work with a local university or vocational school on programming, funding, or similar endeavors related to renewable energy.
